Napier and New Plymouth Houses were the first sites developed as part of a wider regeneration project, the ’12 Sites’. It was delivered by a joint venture between the London Borough of Havering and Wates Residential.
The project involved replacing two outdated 13-storey tower blocks that were having a negative effect on the neighbourhood, with an integrated new community formed of 197 modern, high-quality affordable homes for local people.

This development has provided Havering’s first underground refuse system.
All of the 197 new homes are affordable for local people.
The New Green project scored 44 and rated ‘Excellent’ under the Considerate Constructors scheme.
1,254 tonnes of waste were diverted from landfill.
161 new jobs were created for Havering residents.
37 percent of the project workforce were Havering residents, over a third of all jobs on site.
We engaged with 1,571 young people through the New Green project, and provided 21 work experience placements.

- July 2019 - Demolition starts at Napier New Plymouth
- October 2019 - First plans for Napier New Plymouth approved at Strategic Planning Committee
- March 2020 - Demolition work finishes at Napier New Plymouth
- August 2020 - The decision is made that the Napier New Plymouth scheme will deliver 100 percent affordable housing
- December 2020 - Construction commences at the Napier New Plymouth regeneration site
- February 2021 - More local businesses awarded contracts for Napier New Plymouth development
