We are working in partnership with Wates Residential in a joint venture to deliver over 3,500 much-needed new homes across 12 existing housing sites within the borough.
The programme focuses on delivering investment, new homes and ‘designing out crime’ on housing sites that need it most.
We aim to leave a lasting legacy for our communities, supporting our vision that everyone deserves a great place to live.
Our 12 Sites programme will double the amount of affordable homes on these sites overall, council rented homes will increase by 70 percent and we’ll create just under 400 new shared ownership homes, as well as new homes to buy.
Every Council tenant that moved from their home to enable the regeneration works is guaranteed the right to return to a brand new property.
Phase one of the 12 Sites Regeneration Programme
Waterloo Estate
The largest of our 12 Sites projects, the Waterloo Estate in Romford will be regenerated to include 1,380 high-quality new homes, including 3 and 4 bed family-sized homes, plus commercial workspace, play space, a raingarden and a community village green.
Details of the first phase of the development were approved at the Council’s Strategic Planning Committee meeting on 17 June 2021.
New Green - Napier New Plymouth Houses, Dunedin Road, Rainham
The Napier New Plymouth project replaces two outdated tower blocks in Rainham with 197 brand new, affordable homes for local people.
The development, now known as ‘New Green’ is now complete and fully occupied.
Park Rise - Solar Serena Sunrise, Sunrise Avenue, Hornchurch
The Park Rise scheme (formerly Solar Serena Sunrise) will create a high-quality older persons retirement village in the heart of Hornchurch, next to Harrow Lodge Park.
175 new properties will be provided for the over 55’s, including new council rented homes, shared ownership homes and properties for sale.

Our 12 Sites development programme is not just about what we are building; it is also about what we can achieve indirectly for the local community.
This is what we call the ‘social value’ of our partnership with Wates Residential.
By prioritising £1.5 billion worth of contracts to local companies through our supply chain initiative, by buying British wherever we can, we can help drive forward our economy.
We will also create training and employment opportunities for Havering residents in architecture, planning, engineering and distribution, generating opportunities that benefit local people by building much-needed quality homes and helping our economy to recover.
