Following the death of sitting Councillor Linda Hawthorn, a by-election for the Upminster ward will take place on Thursday 10 August 2023. 

Residents not already on the electoral register can register to vote at GOV.UK.

Residents must register to vote by no later than Tuesday 25 July 2023. 

This will be the first election in Havering where voter ID will now be required at polling stations. Under new rules, residents without a valid form of photo ID will not be able to vote. 

If residents don’t have an acceptable form of photo ID, they can apply for a Voter Authority Certificate for this election.

This is a free photographic identification document specific for the purposes of voting.

The deadline to apply for a Voter Authority Certificate is 5pm, Wednesday 2 August 2023. 

Residents who want to vote by post must apply by 5pm on Wednesday 26 July 2023. 

Residents who want to vote by proxy must apply by 5pm on Wednesday 2 August 2023. 

Polling cards will be delivered to all eligible voters. 

Polling stations for the Upminster by-election will be open from 7am to 10pm on Thursday 10 August 2023.
