Joint Venture partners, Havering Council and Wates, have submitted the planning application for the Farnham and Hilldene estate redevelopment in Harold Hill.

Councillor Graham Williamson joined Wates colleagues to view the site model for the scheme before the model is moved to the Harold Hill Library where it will be on display to the public.

The proposed redevelopment includes the demolition of existing homes and the construction of 481 new homes, alongside new retail facilities and community spaces.

Residents that have been rehomed to make way for the redevelopment will have the right to return once the new homes are available.

The planning application followed a successful pre-application stage, which included an estate ballot showing strong community support, with 96.3 percent of the 49.8 percent turnout voting in favour of the plans.

Cllr Graham Williamson, Cabinet Lead for Development and Regeneration, said:

“This redevelopment will not only provide modern housing for local people, but also enhance the quality of life for residents by creating vibrant community spaces, new landscaped public realm and improved retail facilities.

“Our plans will revitalise the heart of the town into a family-friendly, safe, and sustainable place for local businesses, shoppers, visitors, and residents.”

This initiative is part of the broader Havering and Wates' 12 Estates Project, a £1.2 billion joint venture designed to deliver homes for local people across multiple estates.

Farnham and Hilldene represents Phase Three of the wider regeneration plans for Harold Hill Town Centre.

Phase One will see the delivery of a new Family Welcome Centre on the site of the former Abercrombie Hostel, which is under construction.

Chippenham Road is Phase Two, with the planning application consented in February 2025 and construction works expected to start by winter 2025.
