The Mowbrays site will provide a vital opportunity for six adults with varying levels of learning disabilities to live well in their local community, keeping them close to existing support networks, avoiding out of borough placements whilst being supported to live as independently as possible.

The Mawneys site will provide residential accommodation for eight care experienced young adults who need further support to help them prepare for independent living.

In 2017, Mowbrays Close was originally earmarked for redevelopment of four, two-storey semi-detached houses to replace the disused garages.

The Council received planning permission P1508.16 to help ease the general demand for Council homes for local people.

However, when the Council reviewed the demand for supported housing in the borough, they proposed, instead, to turn this site into supported housing in order to help address some of the acute need in the borough and create much needed homes to support those in the community who need it most.

Dedicated staff will be available to make sure that residents always have access to guidance, support and advice if they need it.  

It has been demonstrated that it is possible to reduce regulated on-site carbon dioxide emissions of the Mowbrays Close development by 90.09 percent beyond the requirements of Part L of the Building Regulations.

This is sufficient to meet the target of 35 percent, and is therefore compliant with the carbon reduction policies of both the GLA and The London Borough of Havering. Use of Heat Pumps and Solar PV panels are proposed. 

This is not a hostel facility like Abercrombie House was, which supports homeless people and has been demolished to make way for the new Family Welcome Centre in Harold Hill, currently under development.

This service will provide residential accommodation for care experienced young adults who need further support to help them prepare for independent living. 

Each young adult will have varying levels of need, however there will be a dedicated manager and staff available 24 hours per day, including sleep-in staff overnight, as part of the service to ensure that young people have continuous access to the guidance, support and advice they require.

We use a variety of specialist agencies to provide specialist care. One of our providers is Centre Point, who are considered to offer high quality support and are able to work well with both professionals and young people.

Feedback we’ve had from the Leaving Care Team and the young people residing at existing homes is that they are well supported, which has helped the young people to develop the skills they need to live independently.

This accommodation will provide a vital opportunity for eight young residents to live independently but in a fully supported environment, it will help the London Borough of Havering to keep our young people close to existing support networks and avoid the need for out of borough placements.

The homes

The Mawney Close site will be used for care experienced young adults, and the Mowbrays site is for adults with disabilities.

Specialist support at the sites

We use a variety of specialist suppliers to provide 24 hour, seven day a week, to support the residents at both sites.

Privacy for back gardens

All issues relating to privacy of back garden have been considered by the planners during the pre-application consultation and is the reason the proposal has been scaled down to what we have now.

Rear access

There is no right of way associated with Mowbrays garages.

The boundary of the proposed development will only be for the new residents but we are hoping to resolve some of the concerns about parking separately.

The contractor awarded the contract for these works is Marfleet and Blyth.

They are a Chartered Building Contractor, with a focus on providing the highest levels of professional service delivered through sustainable construction, customer care and continuous improvement.

Each development will have a dedicated Site Manager and team of workers with which we will publish the details at the point of site handover.

Mawneys

  • January 2024: Date of possession, handover of site to Marfleet and Blyth, the building contractor.
  • End of January/early February 2024: Anticipated demolition.
  • May 2025: Anticipated completion.

Mowbrays

  • January 2024: Date of possession and handover of site to Marfleet and Blyth.
  • End of January/early February 2024: Anticipated demolition
  • January 2025: Anticipate completion.
