Report anti-social behaviour in our community
The Home Office defines anti-social behaviour (ASB) as any act that causes, or is likely to cause, alarm, harassment or distress to anyone living in a different household to the person responsible.
In addition to this, the Anti-Social Behaviour Crime and Policing Act 2014 added extra context to this and defines ASB as:
- conduct that has caused, or is likely to cause, harassment, alarm or distress to any person
- conduct capable of causing nuisance or annoyance to a person in relation to that person’s occupation of residential premises
- conduct capable of causing housing-related nuisance or annoyance to any person.
Examples of things that could be deemed as ASB include:
- noise eg loud music, DIY at unsocial hours, persistent shouting and swearing
- intimidation through threats or actual violence
- harassment
- verbal abuse
- animal nuisance, including dog fouling and persistent dog barking
- vandalism
- criminal damage
- arson
- hate crime
Examples of things that are not ASB include:
- children playing in or around their own home, in the street, or in the park, and not causing damage, being abusive, or being excessively noisy
- neighbours doing DIY between 7am and 10pm.
- groups of people in the street or in parks, unless they are being rowdy, abusive, causing damage or committing other crimes
- a one-off party
- neighbours walking around their home and across floors
- neighbours closing doors, cupboards or windows
- normal conversation heard through walls or floors
- parking (including badly parked vehicles)
Where and how to report ASB
To make sure that your complaint reaches the appropriate team, please select the appropriate form below based on whether your complaint is related to Council housing (council residents only), private residents or wider community street-based ASB.
Council and private residents
- To report ASB by Council residents please report it online by completing the anti-social behaviour on council estates form.
- To report a resident in private rented accommodation you should report this to their landlord or managing agent. In addition to this you may also want to report:
- Noise nuisance (eg persistent and regular loud music, shouting or dog barking) to environmental health through forms on the noise, smells, smoke, light and dust pollution webpage
- ASB (eg harassment, abusive behaviour, drugs or vandalism) to the Police on 101 or through the Metropolitan Police Report Antisocial Behaviour form or 999 in an emergency situation (eg an incident where there is immediate danger to life, someone is using violence or is threatening to be violent or a crime is happening right now and the suspect is still at the scene)
- To report a resident who resides in a property owned by a Housing Association, you should report them to the relevant Housing Association eg Swan Housing, L and Q Housing, Guinness Trust or Notting Hill Genesis.
ASB in the wider community
ASB in the community generally involves issues that take place in public areas, including:
- environmental crimes (fly tipping)
- public consumption of alcohol
- begging or street soliciting
- vehicle nuisance (car meets or illegal use of motorised vehicles including e-scooters)
