The Cabinet

The Council operates a strong leader model of governance where executive decision-making powers are held by the Leader​ and up to nine Cabinet Members appointed by the Leader to manage a portfolio of services.

The Cabinet meet formally at monthly Cabinet meetings (a meeting is not normally held in August) and the Leader can call additional meetings if necessary.

The Cabinet is the Council’s main decision-making body and is responsible for strategic policy-making and budget setting.

Most routine decisions are taken by individual Cabinet Members acting under their delegated powers, rather than at Full Cabinet meetings.

Each Cabinet member has a “portfolio” of services for which he or she is responsible (as lead member) and works within a range of responsibilities delegated to her or him by the Leader.
