Local Land Charges search times
Local Land Charges are experiencing a high level of searches and enquiries, they are also in the initial stages of the HM Land Registry Migration Project which means that our estimated return time for official searches is up to 10 working days and is subject to change.
This means we will be unable to answer any phone or email enquiries from the public regarding the current status of any searches.
Instead, we ask that you help us to reduce our turnaround time by contacting your solicitor, estate agent, search provider or other third party representative direct if you have any questions regarding progress.

We do not offer an expedited search service, or an expedited search fee.
Ownership of land/boundary of fences
We do not hold this information, in order to find out which boundary fence is yours, or for matters regarding ownership of land please contact the Land Registry on 030 0006 0411.
Please note that the Land Registry is a separate Government Association with no connection to Local Land Charges at the London Borough of Havering.

For drainage enquiries please contact Thames Water or Anglian Water.
Local authority search
The Local Land Charges service maintains the statutory Local Land Charges Register.
The register contains charges on properties and parcels of land located within the London Borough of Havering.
Examples of charges
- Tree Preservation Orders
- Enforcement Notices
- Listed Building Notices.
Most importantly, the charges on the register are binding on successive owners/occupiers.
Types of Local Authority Searches
During the transfer of property from one owner to another, the Local Land Charges Department will upon request carry out a Local Authority Search, which can consist of a LLC1, CON29 and CON29O submission.
The LLC1 certificate will consist of any Local Land Charges (examples mentioned above) that are registered on the requested property.
The CON29 section of the search consists of information such as planning permissions, status of the road adoption and nearby traffic schemes relating to the property.
Box C of the CON29 application can be completed if you require a copy of the Highways Register to be included with the Local Authority Search result.
Alternatively you can view the list of all roads adopted by the London Borough of Havering, or should you wish to apply for an extract of the Highways Register and pay the appropriate fee, this can be also found on our adopted roads page.
The CON29O section of the search consists of optional enquires such as pipelines and advertisements.
Submission of searches
Both the LLC1 and CON29 forms should be submitted in at the same time.
When submitting the search, the correct fee should be presented, (please see the fees and charges below).
Cheques/postal orders should be made payable to London Borough of Havering however payment via BACs is preferred and details will be provided to you upon acceptance of the search.
Please give the accurate full postal address of the property or land to be searched against.
You should submit a plan of ordnance survey quality showing the boundaries of the property of land to be searched against, marked clearly in red.
You will receive an acknowledgement once entered on the system. Any submissions received after 10am will be processed the next working day.
Searches can only be cancelled within 24 hours of acceptance.
Amendments to search submissions can only be made within the first 24 hours of acceptance.

- Additional parcels of land (additional parcels of land which exceed 100 parcels will be fixed by arrangement) - £55.50

Local Authority Searches and Personal Searches on new developments
If the property to be searched is part of a new development and it has been officially street named and numbered, in order for the search to be carried out, we will need the:
- official postal address (which has been set up by our street naming and numbering department)
- plot number
- development layout plan or floor layout plan (if a flat) showing which specific property you require the search to be carried out
If we do not have all three of the above, the search will not be accepted.
Results of the Local Authority Search
If the Local Authority Search has revealed planning and building regulations you can obtain copies of the regulations by emailing the planning department at planning@havering.gov.uk.
If the Local Authority Search reveals some charges on your property and you need to find out further information relating to the charge and whether the charge will remain on the property, please contact ourselves in the first instance on landsearches@havering.gov.uk
Please note that we do not provide copies of documents relation to a charge you will need to contact originating department and we will refer your query to them.
