Housing Delivery Test and Action Plan
The Housing Delivery Test (HDT) was introduced as part of the National Planning Policy Framework in 2019.
The HDT is an annual measurement of housing delivery in plan-making.
It measures net additional homes delivered against the local requirements for new homes resulting in a percentage of delivery.
The latest HDT results, Housing Delivery Test: 2023 measurement - GOV.UK, were published by the Government in December 2024.
Where housing delivery falls below 95 percent of the requirement over the previous three years, the Local Planning Authority is expected to prepare an action plan that assesses the causes of under delivery and identifies actions to increase delivery in future years.
